S1.5 — Release chores: publish 0.7.0

Intent

Cut the 0.7.0 release: release-please PR, changelog, crates.io + PyPI + npm publishes. Blocked by S1.1 (version flag), S1.2, S1.3, S1.4 (all code changes must be on main first).

Acceptance criteria

• Release-please PR proposes v0.7.0 (validates S1.1) — release commit 01ebfda "chore(main): release 0.7.0"; manifest at 0.7.0
• v0.7.0 published: crates.io (oxmpl), PyPI (oxmpl-py), npm (oxmpl-js) — crates.io oxmpl/oxmpl-py/oxmpl-js all 0.7.0; PyPI oxmpl-py 0.7.0 (119 files); npm oxmpl-js latest = 0.7.0
• GitHub release notes present and accurate — release v0.7.0 published 2026-10-08T01:44Z, changelog lists AnyState breaking change + planner fixes
• Post-release: main's version bumped, workflows green (rust/pypi/js/docs) — main @ c558556: release-please, JS, docs green; next release-please PR #32 (0.7.1) CI green

Verification — 2026-10-08

Verified against registries, GitHub API, and git (PM session). Release friction: the tag-triggered "Rust CI & Publish" run failed at the oxmpl-js crate publish step (bad repository URL format in oxmpl-js/Cargo.toml). Fixed on main in c558556 "fix(ci): oxmpl-js/Cargo.toml corrected repo URL format"; oxmpl-js 0.7.0 then reached crates.io at 01:58Z (published by juniorsundar, apparently by hand). oxmpl and oxmpl-py crates published by the workflow. That fix commit is what release-please PR #32 (0.7.1) now proposes.
