E1: Release 0.7.0 — Stability & Robustness

Goal

Ship release 0.7.0 "Stability & Robustness": the breaking refactors already on main (AnyState trait, simplified State trait, direct SE2/SE3 structs) plus the error-handling robustness gaps identified in the 2026-09-22 grilling session — so the next release-please PR proposes 0.7.0, not 1.0.0 (per ADR-0001).

• S1.3 — Timeout-only termination, rrt.rs TODO resolved by decision (size-S)
