S1.1 — Flip bump-minor-pre-major in release-please config

Intent

release-please-config.json currently has bump-minor-pre-major: false, so the feat(base)! breaking commit on main would make the next release PR propose 1.0.0. Per ADR-0001 (pre-1.0 versioning policy), 0.7.0 is the correct next version; 1.0.0 is deferred until API stability is proven over 2–3 feature releases.

Acceptance criteria

release-please-config.json has bump-minor-pre-major: true
The next release-please run (S1.5) proposes version 0.7.0
ADR-0001 still documents the rationale; no config/ADR drift
